“Security Service Does not but Coalition Interferes In Personnel Changes” – Self-Governance in Gardabani District

Nobody argues that self-governments have problems in Georgia. New government has released several public statements about the problem. Governmental officials and experts often speak that local officials often make decisions based on the agreements with the central government. Representatives of local self-governments often speak that they still agree decisions about local administration and personnel changes with central government.

“I want to suggest MIA to stop management of HR policy in the district. I want to suggest the local security service to do their job and the district administration will arrange everything. Initially they replaced the Gardabani district governor without any warning, who had occupied the position after elections and now they want to appoint former police to the position of deputy governor. After all these facts, Georgian Dream is losing reputation in the district; people are surprised and disappointed,” member of Georgian Dream’s Gardabani office Eliso Akopashvili said and added that part of their regional office members share the opinion that MIA governs the district. 

Gardabani district interim governor Nugzar Chaduneli does not deny that his deputy was appointed by senior officials.

“Security service does not interfere in HR management but Coalition Georgian Dream does; you know six political parties are member of the Coalition. Consequently, one deputy governor was already selected – Tengiz Mirotadze. He had worked as a Gardabani district chief police officer for 11 years. Also, he was senior police officer in other district too and finally he was Dmanisi district governor. It is not settled yet who will be second deputy governor,” Chaduneli said.

Humanrights.ge asked him why competition was not announced for the selection of deputy governor and he said they did not have enough time but in future every person will be employed only through competition.
