Wind Roofed Off Houses in Gori

Strong wind has roofed off several residential blocks in Gori for the past one month. Majority of those buildings had roofs rehabilitated last year. The companies, winning the tenders of local government, rehabilitated the roof. However, a year later nobody can find those companies – part of them was abolished; owners of the second part have fled abroad. 

As a result of the problem, Gori Municipal Board has to allocate additional funds for the work done a year ago. Last week, municipal board allocated 82 000 GEL for the rehabilitation of the removed roofs of two residential blocks in Tskhinvali Road. 

Davit Razmadze, chairman of the municipal board: “82 000 GEL was superficially calculated. It is presumable sum that will be necessary for the roofing of two residential blocks.”

Board chairman requests to study the activities of those companies, who implemented the same work in 2012. He said the allies of the United National Movement used to win tenders and then poorly implemented work. “Majority of those roofs were incorrectly and poorly rehabilitated. The district administration has sued those companies but some of them were abolished at all and others had their owners fled from the country,” Razmadze said.

One of the companies, who did not properly implement the roof rehabilitation activities, was Ltd Ori Dato. Gori district administration sued the company at the court. The case is under discussion and parties could not reach agreement at the first trial. Initially the administration requested the Ltd to pay 16 000 GEL but now has half-reduced the sum and requests only 7 500 GEL but yet they could not reach agreement. Representatives of the Ltd Two Dato clarified at the trial that after the implemented work experts examined the quality of the implemented work and former senior officials had signed the delivery and acceptance protocol. Lawyer Revaz Gogiashvili of the Gori district administration clarified at the trial that according to the agreement the company was authorized to eradicate the problems in the implemented work during five years; the defendant party replied that roofs were removed because of natural disaster and according to the agreement they were obliged to rehabilitate the roofs. They claimed the requirements of the agreement were fully executed and are not responsible for the results of natural disaster. Gori District Court will renew the case discussion in several weeks; the judge requested the parties to provide additional evidence.
