20 November Chairman of the Georgian Public Broadcaster (GPB) Board of Trustees Emzar Goguadze held a press-conference and addressed acting Interior Minister of Georgia and candidate for the post of Prime Minister Irakli Garibashvili.  Goguadze requested Garibashvili to dismiss Irakli Tsibadze, Adviser to the GPB Director General for Security Issues.

Goguadze clarified that despite multiple statements by the Board of Trustees and appeals to the Ministry of Internal Affairs, he was not able to receive official information about Tsibadze.

“Head of PR Department of the MIA Nino Giorgobiani told media several times that Tsibadze is not an employee of the Ministry of Internal Affairs. Meanwhile, after MP Giorgi Kandelaki’s question Irakli Garibashvili in fact confirmed that Tsibadze is an employee of his Ministry,” Goguadze clarified.
19 Noveber Giorgi Kandelaki asked Irakli Garibashvili if the Adviser to GPB Director General for Security Issues really an employee of the Ministry of Internal Affairs.

Garibashvili answered Kandelaki’s question as follows:  “You have never asked and would not even dare to ask the same question to my predecessor why ODRs were in the Ministries.  I will not answer this question.”

According to Goguadze, existence of the position of an intelligence officer in the GPB (Adviser to Director General for Security Issues) violates democracy and transparency principles and is against existence of free media.  Emzar Goguadze stated 6 September that Tsibadze was oppressing and threatening him.

According to the information provided to Media.ge by the employee responsible for issuing public information from the GPB, Irakli Tsibadze has been working at the GPB since 21 March 2013 at the position of Adviser to Director General.

Media.ge attempted to find out if Irakli Tsibadze also was an employee of the Ministry of Internal Affairs, although the MIA did not provide us the requested information.  Still, in one of the telephone conversations MIA PR Department Head Nino Giorgobiani said that Irakli Tsibadze was not MIA employee.
