Statement of Human Rights Center Regarding the Commission for Identifying Judiciary Irregularities

Human Rights Center responds to the statement of the Minister of Justice Thea Tsulukiani on postponing the establishment of the Commission for Identifying Judiciary Irregularities. 

We believe that revision of illegal and ungrounded court judgments, illicit case proceedings by previous authority and restoration of justice were main promises of the Georgian Dream before the elections that became one of the assets for their victory in the elections.

Establishment of the Commission for Identifying Judiciary Irregularities was one of the main leverage of the government to restore justice against the illegality whose victims were thousands people during the governance of the United National Movement. The new government took first positive steps soon after they came in office and on December 5, 2012 the new parliament passed resolution on acknowledging presence of political prisoners and political refugees in the country. In doing so, the state took responsibility to start process of restoration of justice.

Initiative on establishing the Commission instilled a hope in the society that justice will be restored and people looked forward to the commission since the new government came in office. Civil sector was also actively involved in the process; meetings and negotiations on the cases were underway.

Human Rights Center thinks the decision of the government on postponing the establishment of the commission motivated by financial and economic risks is inadmissible. The decision breaches basic and fundamental human rights.
