Political Parties Submitted Financial Declarations to the CEC

Georgian Dream, United National Movement and Democratic Movement presented their financial calculation during 2013 Presidential Elections. In accordance to the Article 57 of the Election Code of Georgia and to the requirements of the State Audit Office, election subjects, no later than 1 month from the announcement of final results of elections, and those election subjects, which, based on the preliminary data, receive required number of votes stipulated by this Law, - no later than 8 days from the polling day, shall submit to the State Audit Office a statement on election funds indicating the source of funds along with the auditor’s (audit firm) report. Only three political parties received required 10% of votes and submitted their declarations to the SAO.

Ltd Tbilisi Audit prepared Audit Report on “Georgian Dream”, which reflects financial conditions of the party from July 1, 2013 to October 27, 2013. The report was developed to ensure transparency of the funding of the political party’s activities; however, clarification notes were prepared only about three significant irregularities. 1: there was difference of 35 000 lari between factual and cash revenues in the “donations from physical persons”, that was caused by incorrectly recovered donation to the donators. Second: “budget funding” difference 99 770, 67 lari that was caused by the transfer of the money for TV-advertisements by CEC and the third clarification referred to the “revenues of the Election Campaign Foundation,” when transferred money was returned due to incorrectly indicated requisites. All transactions were made by Cartu Bank. 

Independent auditor Kukuri Kvatsabaia prepared Audit Report on the United National Movement. “Received and spent funds during election campaign fully comply with the election law,” the auditor noted. Organizations donated to the UNM’s election campaign via Liberty Bank account. In the report period, cash expenditures amounted to 2 431 015 lari, which included main expenditures, salaries – 370 625 lari, goods and service – 1 818 864 lari as well as expenses for surveys, etc.

Ltd Bakashvili and Company prepared Audit Report on Nino Burjanadze’s political party. The declaration states that Democratic Movement – United Georgia did not carry out any commercial activities. According to the auditor, membership fees and donations were main income sources for the political union. Majority of donators were physical persons. Total budget of the election campaign was 1 518 610 lari, including salaries, goods and service, monetary, material and non-material values for physical persons, social welfare and other necessary expenses.

Zurab Aznaurashvili, head of Monitoring Service for the Financial Activities of the Political Parties, said all election subjects are obliged to submit financial declarations within one month after final election results are announced; the declarations will be immediately uploaded on the sao.ge.
