December 27, 2013

Medical personnel of the Khashuri district medical emergency service blocked central motorway connecting Eastern and Western Georgia. They tried to attract the attention of the government. Medical personnel request Insurance Company IC Group to pay their four months’ salary arrears.

Nana Dzindzibadze, doctor: “We blocked the motorway because we have not received our salaries for the past four months between September and December. New Year is coming and families and banks are standing behind us. Banks cannot wait for our salaries. The government shall pay attention to us.”

The protest demonstration finished several minutes later after Khashuri patrol police interfered in it. Medical personnel hope the Ministry of Healthcare will get interested in their problems and resolve them.

Mariam Nozadze, doctor: “We are grateful to the government because they are paying our salaries but we have problems with the Insurance Company; we request our salaries – half of our salaries from September and October and full salaries of November and December; we have serious financial problems.”

Local manager of the Khashuri Medical Emergency Service and IC Group Davit Supatashvili clarified the scheme of the insurance companies’ coverage of hospital sector that is means 50% co-funding by the state and insurance company. “Employees have not received part of their salaries from September and October; and full salaries from November and December. The state pays 50% of their salaries and IC Group the second part. Medical Farm is funding insurance companies. We informed them about the problem but they have not responded so far.”

Several-month-long protest of doctors proves serious problems in the insurance system of hospitals. Before presidential elections, based on the decision of the Minister of Healthcare Davit Sergeenko, insurance company Aditi Group was dismissed from the insurance program of healthcare hospital sector because the company had not implemented the responsibilities taken before the government. After the Aditi left the system, medical personnel of five hospitals in Georgia did not have their five-months salaries reimbursed. Among them were personnel of Kareli district hospital who already intend to appeal to the court.

Representatives of IC Group did not answer phone calls of the humanrights.ge
