Fraction Social-Democrats Requests Impeachment of the Municipal Board Chairman

One of the member parties of the Coalition Georgian Dream – Democratic Georgia, Social Democrats for Georgia’s Development, opposed the local government. Leader of the local organization Soso Sheizashvili held press-conference. 

“There is fraction Social Democrats in Lanchkhuti municipal board, which is chaired by Kakha Pataraia, deputy from Lesi village. Two days ago, majority of one district in Lesi village met deputy district governor to request appointment of municipal transport to run from Chinati village to Lesi center; parents have to take children to kindergartens there,” Sheizashvili said at the press-conference and added that deputy governor Vakhtang Zenaishvili told parents their deputy had hindered appointment of the mini-bus in the village; he suggested them to elect another person in the upcoming elections and the problem will be resolved. “After that, I met Zenaishvili in the working room of the municipal board chairman. We talked there on the issue and population also attended our conversation; Zenaishvili repeated the same.”

Single-seat deputy from Lesi Kakha Pataraia and several parents, who had meet Zenaishvili, also attended the press-conference; parents confirmed the information at the press-conference.

Sheizashvili blamed municipal board chairman in not acting in accordance to the law to supervise the district administration and reprimand the members of the executive body. He said board chairman Amiran Gigineishvili has never called the district governor and his deputy to rebuke for the irregularities in the administration. So, I think political responsibility of Gigineishvili shall be raised at the municipal board.”

Deputy interim governor Vakhtang Zenaishvili confirmed that he really offered parents to elect other deputy in the upcoming elections because the program, which aimed to transport children to kindergartens, had chance to get funding, but municipal board rejected it claiming they will not have enough funds to provide every kindergarten with transportation service. “I do not oppose Georgian Dream or Social-Democratic Party but the group of people, who pretend to be generous. I protect interests of the Coalition, whose members are discolored National Movement’s members. Now they want to nominate their candidates for the positions of the municipal board chair and district governors but allegedly Vakhtang Zenaishvili hinders them in it; I confirm it that I really hinder them in it.”

He added that parents from Chinati really met him and requested appointment of public transport to get to the kindergarten.

“In the past, district governor and I promised them to assist in the solution of the problem, but since 11 kindergartens had applied to the municipal board with the same request, we could not satisfy all of them; so the municipal board decided to fully remove this program from the budget. Then I joked with the population that since district administration and municipal board have different positions, you have chance to elect other deputy in the upcoming local elections in May. I confirm that I really said it and cannot say anything criminal in it. I believe we had to fund as many villages as it was possible in the frame of the allocated funds,” Zenaishvili said.

Municipal board chairman Amiran Gigineishvili responded to Sheizashvili’s words. “I want to tell Soso Sheizashvili to recall the period when his fraction was created. I supported them, because they wanted to create fraction according to their political views. As for internal tension within the Coalition, it is their business and should not be discussed publicly because it damages interests and rating of the ruling party that I really do not want to happen. So, I will never have reaction on it even after Soso Sheizashvili declares impeachment on me. They even blamed the municipal board in not appointing transport for the children in Chinati village but we really do not have enough funds to help all 11 villages. Last year, we had transportation programs for schools and about 28 000 lari was spent on it. This year, the program was funded by the Ministry of Education. We fund transportation only for one school – Theological Gymnasium; as a result we have only 22 000 lari left and we wanted to spend it on the transportation to kindergartens. 11 kindergartens applied for it but then we found out it was not enough for all of them. Based on this situation we cancelled this program.”
