Vice-Mayor Declined Proposal

Chairman of Kutaisi City Council received an application from the vice-mayor, where he refused to occupy the offered position. “Based on the February 12, 2014 decree of the chairman of the Kutaisi City Council, I was ordered to act as city mayor that caused discontent of the society. On that ground, I refuse to implement the imposed duties,” Niko Kachkhashishvili wrote to Tamaz Margvelashvili.

Kachkashvili was ordered to implement the duties of the city mayor after Shota Murgulia’s authority on the position was suspended based on the decree # 152 of the chairman of the city council.

Kutaisi local self-government and society positively evaluated Kachkachishvili’s decision and state that Margvelashvili made illegal decision when firing Murgulia; this shortcoming will be eradicated soon at the special session of the city council.

“In accordance to the Article 39 Part II of the Law of Georgia on Local Self Governance, chairman of the city council cannot fire city mayor without session of the council. So, his decision was illegal,” head of legal service of the Kutaisi self-government Irakli Giorgadze said.
