Opposition is suspicious about third round of competition of public servants in Kakheti

Competition for the vacant positions of the public servants in the executive bodies of the municipalities in Kakheti region started on December 18.

Head of legal service unit at the Gurjaani district administration Nana Chabukadze said the registration of applicants has finished. Gurjaani district administration announced competition on 152 vacant places; 137 of them are in the district administration and 15 in the municipal board. 1179 applications were submitted for total 152 vacant positions. Currently, the commission is reviewing applications. Next stage of the competition is test-exam, which will start on December 18. It will take several days and will reveal candidates for the third stage – interview.

Besides estimated vacant positions, people will be employed in Gurjaani district administration and municipal board based on labor contracts and their number will be about 16.

“We have signed agreement with the educational center of the Ministry of Justice and the results of the test exams will be published on their website. The test exams must be over this year. The commission is staffed with competent people and it guarantees impartial selection of new employees,” head of the administrative service at Gurjaani district administration Nato Mamukashvili told Human Rights Center. 

Nevertheless, the opposition doubts about the competence of the commission members. Chairman of the Telavi district office of the New Rights, member of the municipal board Nika Vardoshvili said opposition members of the municipal boards were not invited into the commission. 

“It is very good that people are not employed in public agencies directly and they are selected through competition, but since applicants must overcome 51% barrier, it will influence the quality of the competition because the barrier is very low and at least 80-90% of applicants will manage to overcome it; it would be better to raise the barrier. The commission is authorized to decide who will be employed at local self-governments. The interview stage is very interesting – the control of this stage is most important because decision-makers will have opportunity to select the contestants according to their personal attitudes,” said Giorgi Mosiashvili, chairman of the Civic Union for European Democracy. 

Every district administration and municipal board in Kakheti region announced competitions. The deadline for application submission expired in some of them but in some places applicants have two more days.

According to the Transparency International – Georgia, the staff members in local self-governments will increase at 2 416 throughout the country, that is 24% of current employees. This change will cost additional 17 million lari for the state budget. 

City Halls also announced competitions on vacant positions. Telavi City Hall announced competition for 66 vacant positions; the test exams will be held on December 27-28. 

The competitions are held based on the resolution of September 10, 2014 “About Vacant Positions of Public Servants in Local Self-Governments” issued by Ekaterine Kardava, head of Public Service Bureau of Georgia.
