Unspent Money up to 3 Million GEL in Budget and Failed Projects in Kaspi Municipality

Kaspi district governor presented 2015 Report of the district administration to the municipal board with one month delay. After hearing the 2015 Report on March 15, one part of board members expressed discontent. Robert Kavtiashvili, member of the municipal board, said they did not like that district administration could not use budget funds up to 3 million GEL and suspended infrastructural projects in the municipality.

“Kaspi district governor presented the 2015 annual report with one month delay. During presentation, the governor was reading some figures but it was not interesting because we all see what was done in our town and if something was done, it was done in poor quality and needs repair,” Kavtiashvili said. 

The projects planned in the frame of the Village Support Program were not implemented in several villages including Akhalkalaki, Tsinarekhi, Kavtiskhevi, Okami and Lamiskana. Independent member of the municipal board Vakhtang Bezhitashvili said the projects failed because of incorrect management of the district administration because they had signed 28 agreements with the building company but the terms of implemented works were breached.

“The district governor had problems in management. He had to control the companies to get positive result. When the district administration signed 28 contracts with Ltd Kanape, the district governor and employees in the administration should have been aware that the company would not be able to implement all 28 contracts at least because of its past experience,” Vakhtang Bezhitashvili said.

The district governor Gocha Gochitashvili said that majoritarian deputies of the villages in the municipal board also responsible for failed projects in the villages. He said the board members also participated in the selection of the companies. As for the projects, Gochitashvili said, he met representatives of the building companies three times, who had problems in implementation of duties.

“We warned them about suspending the contracts if they failed to implement the taken responsibilities. Our doubts came true and the companies could not do their job for what we fined them,” Gocha Gochitashvili said.

He added that the failed projects will be implemented this year.
