Giorgi Guraspashvili: “It is impossible that everybody worked in public agencies”

2017 budget of Khashuri municipality is estimated 10 550 000 GEL; on December 19, the budget project was passed at the session of the Khashuri municipal board with majority of votes. According to the budget, the administrative expenses are reduced at 10%. The reduction will affect the salaries of administration employees too. Giorgi Guraspashvili does not exclude possibility to reduce number of public law legal entities and their employees too.

“Periodically, we have to make decisions about human resource policy; we are fully aware that it is very difficult to sack somebody but not everybody can work in the public agency. The municipal public law legal entities will be united and human resources will be optimized. It is painful process but everything will be done fairly and impartially. The administrative costs were reduced at 10% in Khashuri municipality as well as in the rest of Georgia. The saved money will be spent on the infrastructural projects in the municipality,” Khashuri municipal governor Giorgi Guraspashvili said.

Representatives of the Kareli municipal administration state that administrative costs at their office have been reduced eventually for the past few years and now do not plan to cut off the costs at 10%.

“70% of Kareli municipality budget is spent on infrastructural projects; we eventually reduced administrative costs and personnel for the past two years. Considering that, the Kareli municipality does not plan to reduce personnel,” deputy governor Meri Arkhoshashvili said.

10% reduction of administrative costs in Kaspi municipal administration affected the salary fund and it was reduced at 200 000 GEL.

Gocha Gochitashvili, Kaspi municipality governor: “Administrative costs will be maximally reduced in the next year budget that also affected the salaries. The saved funds will be spent on infrastructural projects.”

As members of the municipal boards from the opposition political parties state, the next year will be difficult for the regions because the reduced administrative costs will cause dismissal of employees. They also see risk of nepotism and claim that only the people, who have “protectors” will keep their working places.
