Human Rights Center announces competition on several vacant positions

Human Rights Center announces competition on several vacant positions in the framework of the Project “Water for the Poor”, which is implemented by the Caucasus Environmental NGO Network (CENN) with financial support of the European Commission. Human Rights Center is partner in the project. 

Project background:

Human Rights Center is partner of the CENN in the frame of the project Water for the Poor, which is implemented with financial support of the European Commission under the program European Instrument for Democracy and Human Rights (EIDHR): Country-Based Support Scheme for Georgia. 

The overall objective of the Action is to protect and promote the right to health and to adequate living standards of citizens in vulnerable multi-ethnic communities of Georgia.

Expert on WASH related Human Rights

Human Rights Center announces a competition for the preparation of the baseline analysis on WASH related human rights in Kakheti and Kvemo Kartli regions. For the purpose, Human Rights Center is accepting applications from human rights lawyer, specialist of international law or related field.
Duty station: Tbilisi, Georgia 
Total budget for the research: 3200 EURO (gross) equivalent in GEL

Duties: 
  • Expert on WASH related human rights shall analyse human rights’ violations and identify key challenges related to WASH in schools, kindergartens, orphanages, shelters and health centres in vulnerable communities of seven municipalities in Kvemo Kartli (Dmanisi, Marneuli, Tetritskaro, Tsalka municipalities) and Kakheti regions (Akhmeta, Sagarejo, Lagodekhi municipalities). Define key types of human rights’ violation and hot-spot communities where the project will focus. The analysis will be based on the Georgian legislation as well as the WHO, UNICEF and EU WASH standards and policy guidelines. The legal analysis report on violations of health and social rights (along with the assessment of baseline WASH conditions A3.1), will identify hot-spot communities, which suffer the most and will further guide the project’s focus. The process will involve community meetings, consultation with local authorities and representatives from schools, kindergartens, orphanages, shelters and health centres of the target communities. 
  • The expert will report to HRC coordinator of the project and will plan all activities and field visits with the HRC team. 
Required Competencies
  • High education in Law (MA of International Law, human rights law or environmental law);
  • working experience on WASH related human rights  and ability to conduct studies/assessments;
  • Fluency in English and Georgian (both written and oral).
Abilities and Skills
  • Demonstrated organizational and communication skills. Solid skills in research (information collection), data analysis and reporting
  • Flexible during working process (in providing answers / feedback to the comments and questions from the program).

Local coordinator in Kakheti region: 

Local coordinator in Kakheti region will work under the guidance and direct supervision of HR specialist/project coordinator at Human Rights Center. 
Duty station: Gurjaani, Kakheti region
Working hours: full time
Contract duration: 27 months 
Probation period: 2 months
Salary: 510 EURO (Gross) equivalent in GEL

The local coordinator will have following duties:
  • Coordinate and ensure smooth implementation of all scheduled activities in Kakheti region (Akhmeta, Sagarejo and Lagodekhi municipalities) in the framework of the Action;
  • Provide support to the project team in accomplishing missions to Kakheti region and planning, implementing and monitoring various project components;
  • Conduct active communication with local state and non-state institutions; 
  • Participate in the elaboration of the working plan;
  • Coordinate travel arrangements and logistical issues
  • Assist in the financial management tasks under the responsibility of Human Rights Center; 
  • Perform other duties as required
Required Competencies
  • Minimum 3 years of experience in coordinating/managing activities in projects.
  • Working experience at nongovernmental sector related to rural development spheres and/or experience international organization will be an asset;
  • Fluency in English and Georgian (both written and oral).

Salary: 230 EURO (Gross) equivalent in GEL

Duties of the lawyer in Kakheti region for this project include but are not limited at: 
  • provide local beneficiaries with free legal assistance and representation in the court, local administrative bodies, state and non-state institutions to defend their social and health rights;
  • planning field visits in different sites of the region and advocacy of identified problems; 
  • Preparation of lawsuits and other documents for local courts and state institutions;
  • in case of necessity prepare applications to the European Court on Human Rights to claim a violation of Article 2 of the Convention;
  • preparation of policy papers and legislative proposals; 
  • Cooperation with local civil society and media organizations;
  • cooperation with local state bodies and advocacy of the problems identified in the frame of the project;
  • attend and monitor the sessions of the municipal councils, when the concrete issues related with the access to water, sanitary or hygiene standards will be discussed.;
  • to cooperate with National Centre for Disease Control (NCDC) to obtain reliable information on WASH related health issues of target communities
  • Participation in the organization's other activities.
Requirements:
  • A University Degree in law 
  • The lawyer’s  certificate of  Georgian  Bar Association and the GBA membership document  (general specialization)
  • At least 4-5 years of work experience as a lawyer
  • Knowledge of English language at least B2 level
  • Ability and motivation to work independently as well as in a team;
  • Knowledge of MS Office/Internet applications.
