Human Rights Center echoes the use of excessive force by law enforcement officer against a child

October 22, 2019

Human Rights Center calls on the Ministry of Internal Affairs to make clarifications about the video aired by the TV-Company Formula on October 20, which showed that the police officer allegedly used excessive power against underage boy.

In accordance to the Juvenile Justice Code, the use of force is prohibited during the detention of a juvenile except the cases when it is necessary to prevent juvenile to injure himself or/and others. The released video does not show that all other necessary measures were applied before using the force.

HRC calls on the MIA to clarify: whether the police officer acted in coherence to the law and whether it was necessary to use force against the juvenile and if yes, why.

HRC believes the violence used against a child was degrading. While detaining a juvenile, a police officer shall act in due respect to the Code of Georgia on Juvenile Justice.
