Very low turnout during the second tour of the 2020 Parliamentary Elections

HRC observers monitor the poling process in Khashuri-Kareli and Rustavi-Gardabani election districts during the second round of the 2020 Parliamentary Elections. 

In Khashuri-Kareli election district, in the second round of the parliamentary elections, majoritarian candidate of the ruling party Georgian Dream – Democratic Georgia Zaal Dugladze is competing with the majoritarian candidate of the election bloc – United National Movement – United Opposition “Power is in Unity” Nato Chkheidze. 

In the Rustavi-Gardabani election district, in the second round of the parliamentary elections, majoritarian candidate of the ruling party GD- Democratic Georgia Nino Latsabidze is competing with the majoritarian candidate of the UNM – United Opposition Davit Kirkitadze.

The opposition election subjects boycott the second round of the parliamentary elections that is probable reason of the low turnout of the voters. 

By 16:00 pm, the HRC monitors observed the following tendencies in both election districts: the PEC members from the political parties represent the ruling party Georgian Dream (3 members) and in some cases, the PEC members from the opposition political party Alliance of Patriots (1 member) are also in the polling stations. The PEC members from the other opposition parties – UNM and the European Georgia do not attend the polling process. 

The representatives of the opposition political parties are not present in the polling stations at all. 

Because of the COVID infection, the mobile ballot box was not taken to several families, where the members were positive for COVID-19. 

It is also noteworthy that unidentified people are observed in the vicinities of the polling stations.
