In Gori Electoral Commissions are Selected From Acquaintances

Staffing electoral commissions attract more and more interest with the approaching self-government elections. The members of regional and district electoral commissions are known in the region. Despite the competition for selecting the commission-members, the people, left beyond the competition speak about the violation of the law.

Gori dweller, Mamuka Mamukashvili appealed to the court against regional electoral commission. According to him, the commission has not accepted him at work illegally, and tries to return back through the court. Moreover, Mamuka Mamukashvili demands to seize the capacity of electoral commission members.

According to him, “Mrs. Eter Giorgashvili and Mr. Davit Aduashvili are appointed illegally. According to 13th and 2nd articles of Georgian law on “Incompatibility of interests and corruption in public offices”, official person has no right to perform any other compensated work or occupy any position except scientific, pedagogical and creative activities. According to the documents got from Variani secondary school, Davit Aduashvili works at the mentioned school as a watchman.”

As we have found out, Variani School watchman Davit Aduashvili is relieved from the post at the moment, though Mamuka Mamukashvili insists, that Aduashvili was relieved from the post after seven months of his appointing as a member of the electoral commission.

Mamuka Mamukashvili: “According to the 18th article of Georgian Electoral code of Georgian Organ Law, person, being elected as an official of electoral administration, must leave the previously occupied responsibility within seven days. But in the case of Aduashvili, he was relieved from the position of school watchman after seven months and not seven days.

Mamuka Mamukashvili opposes school teacher Eter Giorgashvili as well. It is true that Law does not forbid Eter Giorgasvili to be a commission member, but Mamuka Mamukashvili explains necessity of her relieve thus:

Mamuka Mamukashvili: “Mrs. Eter Giorgashvili is the teacher of Variani and Sakasheti schools. According to these schools’ datas, Mrs. Eter Giorgashvili violates the time limit of central electoral commission, as she is busy at Variani School on Monday, Wednesday and Friday from 9.00 a.m. till 2.30 p.m. Trip from Variani to Gori takes 45 minutes. The result is that Mrs. Eteri manages to arrive at electoral commission at 3.00 p.m. The working day starts at 10.00 a.m. there. As for Sakasheti School, on other week-days, Tuesday and Thursday, Mrs. Eteri stays there from 10.00 a.m. till 14.00 p.m. After school the trip from Sakasheti to Gori takes her more than an hour. That means Mrs. Eteri Giorgashvili arrives at the electoral commission after 3.00 p.m. I think that she violates the time limit of central electoral commission and these two people must be relieved from their positions.”

There is a special official letter issued by the central electoral commission, discussing the case of Davit Aduashvili and Eter Giorgashvili. Head of central electoral commission informs us that Davit Aduashvili and Eter Giorgashvili are teachers and they are plenipotentiary to be electoral commission members.

As they declare in Gori regional electoral commission, Mamuka Mamukashvili is in regional electoral reserve, for what Mamukashvili hopes to get a membership of the commission if Aduashvi.i and Giorgashvili are relieved.

Mamuka Mamukashvili also says that Aduashvili and Giorgashvili occupy their positions under favor of MP Lado Gegelashvili, who is also from Variani. Moreover, Mamukashvili himself lives in Variani now. Once Mamuka Mamukashvili had close relationship with Lado Gegelashvili himself too. But he does not speak about the reason of present tense relations with MP.
