Deputy Gamgebeli Terrorizes the Director of the Nursery School

kokolisvilib.gifThree commissions and financial police raided the Gurjaani Nursery School # 1 over the last three months. The reason for the raid was the appeals of a parent, whose child was dismissed from the nursery school. In the appeals, the parent spoke about the violations in the school. The director of the nursery school assigned the raids to the local government’s suppression on her.

Psychologist, Asmat Kokolishvili, who worked for local non-governmental organization, has been the director of the nursery school since last year. Initially, in 2006 the nursery school was raided by the commission established under Akaki Sikharulidze’s order, who was interim Gamgebeli (governor) of the Gurjaani District.  Kokolishvili said that at that time, Manana Djadjanashvili, a specialist for the Department of Relationships with the Pre-school Tutorial Institutions, opposed her.

“This woman was my enemy for a long time before those events because I never obeyed her orders. Although, Djadjanashvili had a good relationship with Gamgebeli, I complained about her behavior to Sikharulidze, the interim Gamgebeli. After her department was concret, Djadjanashvili formed a new alliance with my enemies and planned to sack me from the nursery school. This is the reason why Lili Chugoshvili, the parent of the child whom I dismissed from the school, has written numerous appeals against me. Subsequently, commissions are created to raid us and this happens quite often. I am tired of the situation already. Financial Police also raided us on the basis of their appeals and could not find any violations. However, they do not leave us alone. I can say loudly, the local authorities are eager to fire me. I was invited to the Administrative Board several times and there they ordered me to write my resignation but I outright refused,” said Kokolishvili.

-Who ordered you to write a resignation and can you tell us the exact name?

-It was Valeri Vardosanidze, the Deputy Gamgebeli of the District Municipality. He invited me on February 13, 2007 and said he was tired of Chugoshvili’s appeals and wanted me to write a resignation to prevent the situation from further deteriorating. I said I was not going to resign and consequently he became furious and began shouted at me for refusing his orders. I said nothing in reply. A member of the District Municipality, Gia Enukidze, entered the room at that time. He said that the district budget was not able to maintain the nursery schools and that they were to be closed…In January and February Nika Nizharadze, the Chief of the Education and Culture Department of the Administrative Board; Zurab Kheviashvili, Chairman of the Municipality, and Vardosanidze forced me to resign. I am  really being terrorized. They make me come to the Administrative Board every day. They harass me and do not let me work. They threaten me by saying that unless I obeyed their demands, I will never be employed by governmental bodies again after my labor contract expires,’ said Kokolishvili.

Kokolishvili said that the reason of all the above-mentioned events initially was officials’ wish to abolish the nursery school and now those people want to sell out the building. “I have received information from reliable sources that the building of the nursery school is about to be sold. It is quite natural because the school is situated in the town center and occupies quite a large area. According to the current information, one of the members of the district Municipality is going to purchase it. This person is Guram Berikashvili, owner of the “Gurjaani Nakini” (Gurjaani ice-cream) who is going to open a gym in the area. It should be taken in consideration that Berikashvili is the head of the Boxing Federation in the Kakheti region,” said Kokolishvili.

Vardosanidze and Berikashvili straight up deny Kokolishvili’s accusations.

“Regarding the Gurjaani Nursery School #1, District Municipality sent us a resolution on creating a commission at the Administrative Board. I am a chairman of this commission. Teachers of the nursery school applied to us who demanded to fire the director of the school. It is ridiculous; as if I have forced the teachers write that appeal in my quarters,” said Vardosanidze.

“Do I want to purchase this building? I have heard this news from you for the first time. I want to assure you that it is fraudulent information. Maybe some other people want to buy it, but I have nothing to do with it,” said Berikashvili.

In private conversation teachers of the nursery school admitted the fact that they were ordered to write the application against Kokolishvili at the Administrative Board.

“They told us at the Administrative Board that the school should be closed down because there was not enough funds in the budget to keep it… they made us sign the application. The parent of one of our former pupils is appealing against Kokolishvili. We were also ordered at the Administrative Board to write a complaint on the director. Officials from the Administration Board might have wanted to make the suitor keep silence. We have also heard that the building has already been sold,” said Lia Gabrielashvili, a teacher at the nursery school.

Nobody confirms the fact of selling out the building of the school at the Municipality. However, they do not exclude the fact that if the nursery school is abolished, the building will be leased out.
