Administrative Board Did not Fund the Only Kindergarten in Ninotsminda District

You can smell of soup in the building-very familiar to all soviet kindergartens. You can hear children’s noise in the corridor. There are notes on the walls; they seem to be scratched out with nails or some other sharp thing: “It is my kindergarten”, “I love cereal”. There are shoes on the floor. Small wardrobes do not have doors and you can see towels and children’s clothes in them.

It is the only nursery school in Ninotsminda District. However, local government does not fund it. There are fewer children in the kindergarten because of increased fee.

There are 22 children in the nursery school “Lastochka.” Their number reduced after the institution remained without state funds and the fee increased from16 lari to 30 lari.

Director of the kindergarten, Narine Ginosian said that the money paid by the parents is enough for children’s food and personnel’s salaries. “The money is divided among teachers, cooks and dust women. In addition to that we try to buy food and stationary stuff for the kindergarten.”

Parents protested increased payment; however the protest did not have any results and children remained without nursery school.

“I know the importance of the kindergarten for children but I am unemployed and cannot afford to pay the fee for the nursery school, “said Averik Futuliani.

“What can I do, I do not have enough money to send my child to the kindergarten,” Elesia Movsesian complained.

Young couple of Anna and Mardun Ambartsumianis has two children and they have to pay 60 lari to send their children to the nursery school that is too much for unemployed couple.

“We were very young when we got married and did not think about problems. Our children are still very young and have already coped with such a great problem. 60 lari is too much money for us. My husband and I have received high education. Now I had chance to get employed but I encountered with another problem: Who I should leave my children with? In the kindergarten the fee is too high and I am in serious trouble now,” said Anna Ambartsumiani.

Director of the nursery school said that they had already petitioned to the local administrative board to fund their school. But they received negative answer because local budget did not envisage the funds for nursery schools.

Narine Ginosian supposed that next year they will manage to raise fund for their institution.
