Newly Reconstructed Schools in Zugdidi Remain without Central-Heating

Traditional ways of heating at Zugdidi district Public Schools are still kept up. Firewood, diesel and in better cases electric ovens have no alternative. Although millions of lari were spent on reconstruction of Public Schools # 1 and # 2 in Zugdidi (the largest city of the region) the central heating has worked for two years.

The demand on electric ovens has increased. The firewood is still in great demand at Public Schools # 3 # 4 and # 6 .There are chimneys in the windows of these schools as if they were decorative elements for them. In village schools pupils take tree branches and pieces of firewood together with their bags.

At the beginning of the last academic year the Georgian President opened Public Schools # 1 and # 2. Along with his political statements ,Mikhail Saakashvili  talked about the reconstructive works conducted at these schools and considered them as a successful result of the reform in the education system .Although reconstruction costs millions of lari, plaster started to fall off in both schools immediately after Saakashvili left.

Hurriedly repaired roofs of the buildings soon started to leak, the walls creaked down, water system and canalization pipelines were went wrong. Laminated floor puffed out in the Public School # 1 and the most important thing is that the central heating in both schools has not been turned on yet, though inner electric conductivity has already been done. Aza Jojua -the head of the Zugdidi Educational Resource Centre considers that the problems concerning the central heating are connected with the delays in the city gas provision.

Boiler -house installations necessary for central heating were to be purchased last year.  The Zugdidi Educational Resource Centre was expecting Bidzina Ivanishvili -a well-known businessman to finance the purchase of the boiler-houses but the donation from him or from other person has not been received yet. The issue of supplying the district with gas has been postponed till uncertain time.
 
In Zugdidi Public School # 2 children and students are trying to solve the problem of heating by electric heaters.  280 000 laries were spent only on glazing the façade of the school from the Reserve Fund of Georgian president. Marina Kartskhia, interim director of the school from November 12, talks about the ways how school problems should be solved: “About 50 classrooms must be heated by electric ovens; we have no other choice this year. The school had some ovens, but today we bought 15 new ones .We shall add some more if it is be necessary. We shall pay for electricity from the school budget .Approximately, 900 lari will be apportioned for the purpose. We hope that next year the central heating will work properly.

The problem is whether the electric conductivity and transmitting lines will stand the pressure of the electric ovens plugged in for 5-6 hours. The incident happened on November 12 when the electric lines were plugged in with several ovens and the electricity meter melted’’. The head of the school is trying to avoid responsibility for feasible problems by putting the administration, the electrician and a class tutor in charge of the situation. Marina Kartskhia says that these people are responsible for the issues like that.

Despite the incident on electro-transmitter 11 of Zugdidi that caused the cut off electricity supply to the Public School # 2, the frozen students were still very happy for the first snow.
