Employment Program Works Effectively for Former MPs

Most of Adjara Supreme Council former MPs were appointed in executive and legislative government.  30 former MPs continue to work in Adjara Autonomous Republic Supreme Council, in the Ministries of Agriculture, Finance and Economics, and Education and in the Division of Environmental Protection and Natural Resources. 12 out of 30 work as deputy ministers, assistants to ministers and advisers. They receive salaries from 885- 1 500 GEL.

The opposition MPs of Adjara Supreme Council state that the appointment of the former MPs was not unbiased. “The Supreme Council does not have the staff that would work on analysis and on new laws. Amid this situation the work places are created artificially for the particular people,” said Nugzar Putkaradze from Christian-Democratic Party.

This is what the inhabitants of Adjara Autonomous Republic say about this:
Besik Beridze, unemployed:  “It seems that they struggle with unemployment at their benefit. How can I comment on the fact of creating new work places at their own benefit when people live in extreme poverty.”

Natela Abuladze, pensioner:  “Increasing pension rather than the salaries of former MPs would be much better.”

Mimiza Dumbadze, unemployed: “They had been receiving salaries for doing nothing for years. I think it would be better if they thought more about us than about their relatives.”

Jemal Surmanidze, unemployed: “They should think about creating work places for unemployed and then about increasing their salaries.”

The MPs of previous Supreme Court were trying to solve the issue related totheir pension at the end of their mandate but they failed. According to current rule former MPs have the pension that is equal to their salary. The lowest salary of the MP is 1 500 GEL.

The Human Rights Centre requested the statistics about the number of staff from the abovementioned state bodies. It turned out that the number of employees after the Supreme Council elections of November 3 increases. Moreover, new council is being established.

The Division of Environmental Protection and Natural Resources of Adjara

The number of deputy heads of this division has increased as a result of the Resolution dating December 16, 2008  of the AAR government. Now the head of the division has 3 deputies instead of two. As the division explains that this happened because the responsibilities of deputy heads of division has increased.
On January 13, 2009 Leval Varshalomidze, the chairperson of Government  of Adjara appointed Leon Tedoradze as the deputy head of Division of Environmental Protection and Natural Resources. Leon Tedoradze is the former MP of Adjara Supreme Council.

On January 5 Irakli Chavchanidze, head of the Division of Environmental Protection and Natural Resources appointed Mirian Numanishvili (former MP of Adjara Supreme Council) as a freelance. Numanishvili’s salary will be estimated based on the contract.

Ministry of Agriculture of AAR

The Minister of Agriculture has two assistants. The number of assistants has not increased but Mirian Lebanidze and Lia Beridze, both assistants were dismissed.

Emzar Dzirkvadze, the Minister of Agriculture appointed  Zurab Mikeladze ( former MP of AAR Supreme Council) as the assistant to minister on agriculture and Avtandil Bezhanidze (former AAR Supreme Coucil MP) as a freelance employee. The latter receives 885 GEL of salary.

The Ministry of Finance and Economics of AAR
According to the Resolution of October 17, 2008 the Ministry endorsed  4 assistants to the minister. On December 4, 2008 Mikheil Makharadze (former MP of AAR Supreme Council) was appointed the assistant to the minister based on the decision of Minister of Finance and Economics of AAR dating December 4, 2008. His salary is 885 GEL.

Supreme Council of Adjara

The Supreme Council of Adjara decided to create scientific-consulting council on January 6, 2009. “Scientific-consulting council shall be created that will subordinate to the chairperson of AAR. The council will consist of 3 members. One chairperson of the council and two members.”- this is the order # 2 of the chairperson of AAR Supreme Council issued on January 6.

On the same day Ioseb Khimshiashvili, former MP of AAR was appointed the chairperson of scientific-consulting council. Merab Kidzinidze and Omar Avaliani, both former MPs of AAR Supreme Council were appointed as the members of the council. They receive 1 050 GEL of salary and the chairperson 1 150 GEL.

Another former MP  returned to Supreme Council of AAR. Bezhan Gobadze was appointed as the assistant to the chairperson of Commission of Healthcare and Social Issues of AAR Supreme Council based on the Order # 423 of Levan Khozrevanidze, head of Supreme Council administration dating December 18, 2008. It is noteworthy that the order was issued on December 18 while it is indicated in the order that he has been working as the assistant since December 3, 2008. He receives 1 500 GEL of salary.

Maka Malakmadze, Batumi 

News
