Kakheti Regional Governor Loosened His Belt Instead Tightening

Over thousand former employees of several tens of the organizations that were funded from the government have remained without salaries. Because of lack of funds in the budget district administration cannot provide social assistance for extremely impoverished families. However, Kakheti regional governor installed an expensive shower-tap in his office.

Employees of the union of outpatients and policlinics of Kakheti region have not received their salaries for January and February of 2009. Doctors claim that they do not know when the salaries will be distributed; neither director of the district unions have information about it. They state that arrears resulted from the reorganization of the outpatient’s program. Zura Gaurashvili, director of Kakheti branch of the Health Agency, stated that doctors, nurses and other personnel of policlinics will receive their salaries but exact date is not known yet. The Ministry of Labor, Healthcare and Social Welfare does not comment on the fact. However, according to one of the versions, the arrears resulted from the lack of budget.

Employees of “Gurjaani Communal Service Center, Ltd” also request their salaries. They have applied to the board of their organization several times but nobody explained them the reason of the delay in distributing the salaries.

“Gurjaani Communal Service: is mainly funded from the local budget for cleaning the town. Accountant of the organization stated that street-cleaners and other personnel will receive their salaries after the district administration allocates sums for the service of “Communal Service”. 

Several weeks ago, Prime-Minister of Georgia, Nika Gilauri requested the government and those organizations who are funded from the state budget to reduce their expenses. In parallel to it, 100 000 GEL was spent on the reconstruction of the offices of Kakheti regional governor and other personnel of the administration. Bezhan Giorganashvili, head of Financial-Economical Department of Kakheti regional administration, stated that the funds for the repair-works were allocated from the reserve fund of the president. Beside that the walls and ceiling was painted in the building of the regional administration; the floor was covered with laminated parquet, window frames were replaced with new ones and central heating system was installed. Expensive furniture was purchased for the office of the Kakheti regional governor and first person of the region arranged expensive shower-tap in his office. Separate funds were spent on this purpose.

Since, Giorgi Ghviniashvili, Kakheti regional governor does not reply our phone calls; we got in touch with his deputy Giorgi Sibashvili and asked comments on the fact.

Giorgi Sibashvili: This sum was allocated last year for the reconstruction of the regional governor’s office. The quarters of the personnel and other facilities were also repaired.

-Mr. Giorgi, normal working conditions were created for the personnel of the regional administration in the building before the reconstruction and why did you spend 100 000 GEL on the repair-works in the situation of economical crisis.

-The working-conditions before the reconstruction were not satisfactory for us. Currently, everything is in order in the office and citizens do not have to stand in the waiting room anymore. Chairs are arranged for them.
