The President Meets Representatives of NGOs

On September 11, 2004 representatives of NGOs gathered at the meeting with the president, Mikheil Saakashvili regarding the facts of human torture and degrading treatment.

Irakli Okruashvili, the Interior Minister and Zurab Adeishvili, the Prosecutor General attended the meeting. As the representatives of NGO sector noted the discussions were also about the need of urgent reforms in the police as well as in the prosecutor’s office and court system.

According to the data of Liberty Institute which is the member of Monitoring Council of the Ministry of Justice, during the last months 533 prisoners have been tortured in the pre-trial detention cells. In September 25 out of 27 prisoners were tortured. The number is gradually increasing.

At the meeting the representatives of NGOs expressed the initiative to establish a special group for the purpose of conducting monitoring in pre-detention cells. In the State Chancellery at the meeting with Mikheil Saakashvili the above-mentioned initiative was supported by Irakli Okruashvili, the Interior Minister who proposed a scheme to the president in order to eradicate torture in the pre-trial detention cells.

Special groups have been established in the regions and representatives of NGOs will also be included in them.

According to Irakli Okruashvii, the similar kind of project has been successfully implemented in the investigation isolator of the Ministry of Justice.

“The reproaches regarding the facts of torture are in the address of the Ministry of Interior as well as the Prosecutor’s Office, though we haven’t been sitting around twiddling our thumbs and have been working on these issues”- states the Minister of Interior.
