Amendments to the Election Code Adopted with Violations

Tbilisi.14.10.04.Media-News. According to the statement of Tamar Jvania, the Director of non-governmental organization “Fair Elections and International Democratic Society,” the parliament adopted the amendements to the law on “Election Code” with procedural violations. Tamar Jvania said, that according to the amendment made to the 8th paragraph of article 10 the Central Election Commission enjoys almost unlimited right; Namely, it has the right to adopt normative acts which contribute much to the changes in Organic Law and this, in Tamar Jvania’s opinion, is not right.

“The Organic Law should be accomplished in such a way, that the Central Election Commission should be able to make only trifle technical changes to the law. Besides, the amendment to article 105 of the Election Code is unacceptable for us. This article points that elections are considered as conducted, if one third of the electorate take part in it, but it does not spread on the elections-middle. This article does not consider the number of electorate who should vote in the single mandate elections in order for the elections-middle to be considered as conducted. It means that if only 10-15 voters cast a ballot, the elections-middle will be considered as conducted. This amendment will cause electing the members of parliament with a simplified rule”- declares Tamar Jvania.
