Drug Addiction in Prison but “Tip of Iceberg”

Boiled toilet-paper with injected-drugs will always be delivered to prison What is done to support the drug habit at penitentiary establishments? “Drugs were sent to the prison in packages of food. Sometimes they conceal drugs in food or in some other substances. In most occasions I have witnessed that narcotics were delivered to such establishment with the help of toilet-papers. The paper is imbued with the illegal substance and then inmates just boil the paper to extract the substance,” said former prisoner. No more comments are necessary to describe how things work. It is an illusion to think that prisons are drug free. All those close to the subject know that is actually the case in Georgian prisons. The situation is about the same in almost every penitentiary establishment anywhere in the world. However, the problem of drug addiction is fought against with a range of different methods in various countries. In our country drug-addiction is not considered an illness but rather a criminal act and that is how the problem is addressed.

The completion of the first stage of the reconstruction in Kutaisi is celebrated by the opening of the Gabashvili Park. However, repair-works are still going on in the city. Dugup and blocked streets show that the presentation of the renovated city will be a bit behind schedule.

“It was 1:00 AM when the telephone rang. At the time I was speaking with my relative when somebody broke into the house. They must have planned everything very well. They broke into each flat simultaneously. Strangers grabbed sleeping children and took them outside. We were like prisoners; they seized mobile phone from us; then we rushed to the embankment but there was nobody there. We had no phones to call emergency service. Women were in shock; children started to cry … I could never imagine such terrible situation in my life,” one of the residents of Sakanela Street recalled the night of July 27 when he was forced out of his house together with other neighbors. Representatives of the Supervision Service Department, who evicted these people, state that their action was organized with the interest of security of the residents in mind.
Journalists Find Narcotics Planted in their Bags in Kakheti

Yesterday, journalist Gela Mtivlishvili discovered a powder that looks like narcotics in his bag. He stated that this is not the first time and a similar incident previously occurred. Mtivlishvili found powder in his bag in October of 2007 for the first time. It must be noted that short time ago, Kakheti based journalist Madona Batiashvili also found the same powder in her bag.
Impoverished Families vs. Agencies for Social Subsidies

Impoverished families in Zugdidi district who were not granted with allowances are now in opposition to the Agency for Social Subsidies. Extremely poor people blame social agents for showing partiality in how they distribute benefits. Most of them fell just 2-3 points short in qualifying for allowances. In all, 5,500 families are registered in data base of Socially Excluded People in Samgrelo-Zemo Svaneti region. However, their number is artificially being reduced.
Flood and Landslide Left Peasants Harvestless in Adigeni District

On July 19 the land plots on the embankment of the River Otskhe in the village of Varkhani in Adigeni district were flooded. It happened after the mountain between the villages of Varkhani and Khevasheni slipped downward.
Monitoring Commissions Continue as Conditions Worsen in Georgian Prisons

On December 21 2007 working term of the public control commissions of the penitentiary departments has expired. They were selected for a period of two years and afterwards, beyond the initial period of time, commission members were to be re-selected. According to the distributed information activities of the commissions was than scheduled to cease henceforth. However, the commission is stilling monitoring Georgian prisons.
MD Prisoner Hunger Striking in Zugdidi Prison # 4 over Death of Patient

Yesterday Soso Makatsaria, a surgeon of Senaki Central Hospital started hunger striking in Zugdidi Prison # 4. Soso Makatsaria’s trial was held yesterday. He sentenced to two months of preliminary detention. The law enforcers took him into custody directly from the court room. Soso Makatsaria was charged with accidentally ending a persons life because of carelessness, a crime prescribed described under Part I of Article 116 of the Criminal Code of Georgia. Kartlos Esebua was injured in a car accident 10 months ago. Makatsaria proceeded to operate on him. The patient died in five hours after having been placed in the intensive care unit. The doctor pleads not guilty and now plans to appeal the court decision to the Court of Appeals.

The Batumi Shota Rustaveli State University journalistic faculty students accuse the University administration of pressuring and oppressing them. The editor-in chief of the student’s newspaper Student-News was threatened that his student’s status would be terminated and the newspaper issued by the sophomore students.
Ban Ki-Moon Emphasis the Khurcha Incident in UN Security Council Report, Situation in Abkhazia, Georgia

On July 23rd, 2008 the UN Security Council issued a report on the situation in Abkhazia, Georgia. The international body discussed the Khurcha incident within the framework of this larger report. The authors of the report have presented questions that have not been answered till the present time. Considering the diplomatic tone of the document, which can be interpreted in a number of ways, this begs the question as what do UN experts actually mean between the lines in their statements?
Radio Liberty Broadcast Restricted in Adjara Run-up to Adjara Supreme Council Elections

Radio Liberty has not been broadcasting in Adjara for the 4th week now. The Adjara TV-Radio Department states that the Radio Liberty programs have not been broadcasted for the radio does not have a subsequent contract. Tea Tsetskhladze, the director of Adjara TV-Radio Department and the former head of Levan Varshalomidze’s Press Department (Levan Varshalomidze is the head of Adjara Autonomos Republic government) states that the Radio Liberty’s programs will be broadcasted via the Adjara Radio if only the Radio Liberty Tbilisi Bureau accepts the terms of Adjara TV-Radio Department.
Seven Teachers Dismissed Without Justification in Tbilisi

As the result of the education system reform the teachers can be dismissed for no particular reason and without opportunity for recourse. Such a process is supported by the Labor Code of Georgia. In short, teachers can be terminated without cause and there is nothing that they can do about it.

You can see many people every day who stand in long lines in front of chambers of various officials and are asking for some form of assistance. Some want to ask for money so that his/her child can have a medical operation, others need money for the house roof repair, some ask for help for they have no income and therefore they are just hungry. According to Zviad Khmaladze, head of Gori Municipality-Sakrebulo, 80, 000 GEL was spent in the last 6 months of 2008 on socially excluded people. This amount of money was redistributed among a total of 165 citizens.

However, in spite of all recriminations, those on both sides that were detained for serious allegations have been since released. What does this mean? Why do both conflict sides detain people and release them later?
Journalist Assaulted in Sighnaghi District Board of Administration

Gela Mtivlishvili, a journalist physically and verbally assaulted by representatives of Sighnaghi District Board of Administration The security then ousted the journalist from the Board of Administration. Pikria Jokharidze, the representative of the Board of Administration told the journalist that they had been instructed by the Board of Admnistration and who in turn were instructed by Kakheti Regional Administration to adequate use force against journalists should it be deemed necessary.

Administration of “Kakhetis Energodistributsia” Stand Accused of Abusing Power

Former employees of JSC Kakhetis Energodistributsia now demand that the company administration covers their salary arrears. Natalia Nibladze, Zaur Mghebrishvili and other former employees of Kakhetis Energodistributsia have lodged an appeal in Telavi District Court. The judge upheld the appeal and ordered that JSC Kakhetis Energodistributsia be forced to pay the salary arrears. However, the JSC is facing bankruptcy proceedings and as a result the Kakheti Executive Bureau can not execute the court decision and force the company to pay the judgment on the arrears.
“Menagerie” Created for Art Director of Gori Theatre

“Once in a Menagerie” the premiere of Mamuka Tkemeladze, Art Director of the Gori Theatre, has turned into a serious problem. The idea of the performance was even discussed by the “Board of Advisors” that exists with the Shida Kartli Regional Governor. Most of them disliked the performance though they had not even seen the play. Soon, Tkemaladze was invited to the Culture Department of the regional administration and categorically demanded to submit a letter of resignation.
