Extra Ballot Papers in Ballot Box

June 2, 2010
Elections commission of the Bokhvauri polling station # 23 in election district # 60 annulled the results of the main and portable ballot boxes. Ozurgeti district election will supposedly discuss the issue of the polling station # 23 on June 2.

1 583 voters were registered in the voters’ list. Among them 2 were in the special list and 107 in the annex. Before and after the polling procedures started, a policeman was in the PS.

As soon as the election procedures started, the violation was observed: the regulator of the voters’ flow allowed 15 people in together. During the process, the commission members oppressed the representatives of the opposition parties; more precisely the representative of the Alliance for Georgia Marine Sungulia who was not allowed to write a complaint.

The complaint of Sungulia written at 12:20 pm on May 30: “Archil Bajelidze came without passport and registrar Nana Tskhvediani gave him a ballot papers though the violation was eradicated after we noticed it. We had similar doubt about the registrar in other cases too. Initially, the chairperson refused to give me the fabricated ballot papers, but later the chairperson of the district election commission ordered her and I received the ballot paper # 0023. Our request is to impose a fine on the registrar.”

The commission chairwoman Manana Devadze called Sungulia provocateur and demanded to dismiss her from the PS. At that moment, the representative of the CEC Paata Manjgaladze and chairperson of the district election commission Zviad Tenieshvili arrived at the PS. They started special control on the polling station. Deputy Chairperson of the district election commission stated at the PS till the end of the election procedures.

Several voters were not marked at the precinct. Procedures were incorrectly done (the left hand-finger was marked instead the right one).

Violation was observed in regard with the portable box. 4 signatures were not in the voters’ list. Thus, we found 4 extra ballot papers in the box. Based on the decision of the district and local election commissions, the portable box was annulled.

CEC representative decided to annul the main ballot papers; the box was sealed up and sent to the district election commission.
