Non-Georgian Schools in Marneuli District Might Remain without Directors

In 2012, only 4 out of 70 directors of Marneuli district public schools managed to overcome the barrier of director’s exam. Directors of non-Georgian public schools in Kvemo Kartli complain about the exams in private talks.

School directors have to take two-stage exams of the Ministry of Education to prove they have relevant qualification. The failed directors said they could not take exams well, because they do not properly know the state language and claim that unless the Ministry changes its approach to the issue, non-Georgian schools of Kvemo Kartli region will remain without directors.

Humanrights.ge tried to find out the scales of the problem and detected some gaps in the directors’ exams. “Last year, directors of 70 public schools from Marneuli district took exams but only 4 of them passed it. We do not know when and how next exams will take place. In fact, directors could not cross the barrier and receive satisfactory results,” said head of Marneuli district education resource center Kamandir Ismaylov.

Employees of the resource center clarified that poor knowledge of the state language creates problems.

At the previous examination of directors in 2010, directors of non-Georgian schools could take tests in Russian language. Only one thing – functional written test created problems. Every school director had to do it in Georgian language because main essence of the functional test was to test them in management skills language and have correspondence with different public and private institutions.

Humanrights.ge applied to official online service of the Ministry of Education to operatively receive the requested information. The operator answered our question – when and how next directors’ exams will take place this year? And she replied: “Next exams will take place in summer of 2013. As for forms of the tests, this and some other details are not known yet. The fate of the directors, who failed last year exams will be cleared up later.”
