The Commission does not Release Seriously Ill Convicts

Convict Inga Tsuladze has been in prison N5 for 5 years. Her health condition is extremely severe. A lawyer of Human Rights Center, Tamar Avaliani protects Inga Tsuladze’s rights regarding health issues. She addressed the joint permanent commission of the Ministry of Corrections and Legal Assistance and the Ministry of Labor, Health and Social Affairs of Georgia to release Inga Tsuladze from serving the remaining sentence.

According to Gogi Gakharia, to eliminate existing problems, several important changes are being planned for N5 correctional facility for women. The documentary "Crime Witness" is about oppression and persecution of former convict Zaza Azariashvili by law enforcement. Zaza Azariashvili witnessed torture and ill-treatment of a former political prisoner Vakhtang Maisaia in prison. Now he is serving sentence for thivery in Gldani prison N8.

Community Service as a Punishment

According to the information of the State Agency for Non-Custodial Sentences and Probation of Ministry of Corrections and Legal Assistance of Georgia, usage of community service as a non-custodial sentence has been increased since 2012. According to the official data, this type of sentence was used for 72 cases in 2012, for 260 cases in 2013, for 272 cases in 2014, and in 2015 332 cases are recorded.

“MY Angels” in Penitentiary Establishment N5 for Female Convicts

A bank robber takes 8 women as hostages and locks them in a room for one night. The women are killing the time in talking, getting know each other closer and reach some kind of catharsis. The hostages even sympathize with the robber after they know the motive for committing the crime. This is the short storyline of the play “My Angels”, which was staged in the Penitentiary Establishment N5 for female convicts.
Ongoing Rehabilitation and Re-socialization Programs for Former Prisoners

With the initiative of the Minister of Justice in the end of 2012 rehabilitation and re-socialization program was launched, which is implemented by the Crime Prevention Center. It is the first state program, which was created for the assistance of former convicts and its purpose is to promote their rehabilitation.

Public Defender and the Special Preventive Group Member will be Granted the Right to Take Photos in Penitentiary Establishments

On May 1, 2015, the Parliament of Georgia approved “the Code of Imprisonment” and substantial package of related draft laws with the third hearing which gives the Public Defender and the member of the Special Preventive Group the right to make photo recordings in penitentiary establishments starting from September 1, 2016. The legislative package envisages conduction of the institutional reform in the penitentiary system.
