Georgia’s Elite Corruption

December 13, 2010
Transparency International issued report according to which Georgia holds the first place with regards to fight against corruption among 86 countries. As for the neighboring countries, Armenia, Azerbaijan and Turkey, the situation is a lot worse. 91 000 people took part in the inquiry.

According to the political scientist, Ramaz Sakvarelidze, there are monopolies in Georgia that creates that doubt that the corruption is still prospering in the country.

As Sakvarelidze stated to “Pirveli,” it is nice when Georgia bits the neighboring countries by the index of fight against corruption, however, the remarks of Americans on the elite corruption should be considered.

“Americans note that the corruption transferred to the elite level of society. Thus, the low-level corruption has been changed by the elite corruption. The citizens are no longer making corruptive deals, but these kinds of deals take place in the higher bodies. This fact strengthens the doubt that there are monopolies in the country and the state supports it. Thus, the question is raised that the corruption exists in the country,” – stated Ramaz Sakvarelidze.

Transparency International’s inquiry provoked surprise in the Georgian opposition spectrum. Labor Party renders these results unreal.

As the political secretary of Labor Party Giorgi Gugava stated, currently, Georgia has the highest and unprecented index of elite corruption, the clear example of which is “the houses built and constructed by the government representatives in Tabakhmela, Tskneti and Sikharulidze St. in Dighomi.”

According to Gugava, it is hard to believe that according to the research, Georgia is in a better position than European countries with regards to fight against corruption.

“When the government has monopolized Georgian economy and uses the budget like its pocket money, can the corruption level be low?! There is unprecented elite corruption in Georgia and nobody knows this better than us, Georgian population,” – stated Giorgi Gugava.
