Georgian MIA arrested Dagestan Mojahed Mikail Kadiev (Michael Kadoev) for the attempted terrorist act, who disappeared in Georgia at the end of last year.

Head of Public Relation Department at MIA Nino Giorgobiani said large amount of explosives and electro-detonators, as well as firearms, ammunition and faked documents were removed from Kadiev’s flat.

“The Ministry of Internal Affairs has foiled the attempted act of terrorism on the stage of its preparation. In particular, within the frames of close and effective cooperation of Antiterrorism Center, different operative departments of the Ministry and Prosecutor’s office, foreign citizens –Mikail Kadiev and Rizvan Omarov were detained early this morning in Tbilisi, as a result of operative-searching activities. During the searching operation law enforcers seized explosive material in large quantities (supposedly plastid) and electro detonators from the place of temporary residence. MIA officers also detected firearms, ammunition and forged ID documents,” Nino Giorgobiani said.

She added that at this stage of investigation it was established that from 2011 Kadiev was hiding on the territory of Georgia from Interpol, however used to leave the country occasionally.

“Currently intensive investigative and operative-searching activities are being held inside the country and as well as within the frames of international antiterrorism cooperation in order to expose and neutralize those who assisted and supported the criminal alliance of the above mentioned persons, considering the fact that Mikail Kadiev’s accomplice, who assisted him to commit a crime on the territory of another country, was detained by one of the European countries law enforcement agency in 2012,” Giogobiani said.

Mikail Kadiev disappeared on December 13, 2012 in Georgia, when officers of the MIA Counter-Terrorist Center were transporting him from Batumi to Tbilisi. On April 19, 2013 one more mojahed Magamed Magamedov, 24, disappeared in Georgia. The family members of the mojaheds doubted that government of Georgia had assigned them to Russian Special Forces.

Mojaheds are members of the organization Caucasian Emirate established by the self-proclaimed president of Chechen Republic Doku Umarov.

Expert in Caucasian issues Mamuka Areshidze said as it is getting clear now, Kadiev was linked with Lapankuri special operation.

“Both Kadiev and Magamedov were presented as Chechens but Magomedov is ethnic Dagestanian and his family members claimed Georgian law enforcement officers had kidnapped him. Now, as we have learned Kadiev had not disappeared. Apparently he was hiding. MIA’s press-release contains very interesting information – Kadiev is a member of the group whose one leader was arrested by Special Forces of a foreign country. This country is Turkey and the detainee is Ruslan Papasiri, same Zoon. This person was delivering Chechens to Tbilisi, who later participated in Lapankuri special operation. Kadiev is also member of the same group. So, this person is linked with Lapankuri case,” Mamuka Areshidze told IPN. As for the ammunition and explosives found in Kadiev’s house, Areshidze said investigation shall study explosives.

“I am not surprised about firearms because officers of Georgian Special Forces gave them those guns in 2010-2011 with all relevant notifications and ID documents which proved that they were officers of the Georgian Counter-Terrorist Center,” Areshidze said.
