Possible Change of Life Imprisonment to Jail Term Custody


Tbilisi.02.12.04.Media-News. The Council of Europe and the Italian Ministry of Justice have hosted a three day international conference to discuss pre-term conditional release and long-term imprisonment.


Officials of the penitential system of the State parties and candidate states of the Council of Europe participated in the conference. Lasha Kldiashvili, deputy chairman of the Executive Department, represented Georgia.


The conference was opened at the Colliseum of Rome, where the participants wwere given the opportunity to meet Pope John Paul II.


The recommendation of the Ministers’ committee of the Council of Europe was discussed at the conference. The recommendation, which advices State Parties and the Candidate States of the Council of Europe to extradite foreign citizens to their home countires, was adopted recently.


At the conference participants discussed the liberalization of procedures of pre-term conditional release and the improvement of living conditions in prisons.
According to Lasha Kldiashvili, the tendency of humanization as envisaged in the criminal law was an integral part of the meeting. “It is possible that after several years Georgia will take an example of the State parties of the Council of Europe and will change life imprisonment into term imprisonment (from20 to 30 )- stated Lasha Kldiashvili.
