International Election Observation Mission on Improved Pre-Election Media Environment
International election observation mission, having conducted monitoring of the 27 October Presidential Election in Georgia,consider the media environment more open than during the 2012 elections and journalists are noted as covering major political events in a more inclusive manner, reads the statement of preliminary findings and conclusions released on October 28.

The Georgian Charter of Journalistic Ethics has been attentively supervising the work of the media on the election day. Despite the fact that the October 27 elections have been conducted much more peacefully, compared to the previous elections, still there have been identified facts of interfering with the journalistic activity, pressuring and abuse, which is outrageous according to the Charter’s viewpoint.

Wind Roofed Off Houses in Gori
Strong wind has roofed off several residential blocks in Gori for the past one month. Majority of those buildings had roofs rehabilitated last year. The companies, winning the tenders of local government, rehabilitated the roof. However, a year later nobody can find those companies – part of them was abolished; owners of the second part have fled abroad.

About 2000 Voters Could not Vote in Batumi
According to the Central Election Commission (CEC) 305 387 voters are registered in Adjara Autonomous Republic. 133 612 are registered in Batumi: 15 744 voters are registered in Keda; 69 377 voters in Kobuleti; 15 200 voters in Shuakhevi; 47 305 voters in Khelvachauri and 24 249 voters in Khulo. About 2000 voters were not allowed to participate in the elections in Batumi; they were removed from the voters’ list based on the City Hall’s letter.

Insufficient Number of Ballot Papers in Almost Every Precinct
According to the information provided by the observers of Human Rights Center, there were less ballot papers than registered voters almost in every precinct they observed elections. Organizations working on election issues stated that it was violation of the Election Code and number of delivered ballot papers and envelopes shall be equal of the registered voters in every precinct.

Human Rights Center monitors Presidential Elections in eight regions of Georgia: Kakheti, Imereti, Shida Kartli, Kvemo Kartli, Adjara, Guria, Mtskheta-Mtianeti and Samegrelo. On October 27, 75 observers of the organization are mobilized in the towns and villages of 29 districts throughout Georgia.

Tamar Zhvania, the CEC Chairperson presented preliminary results of 3,404 (90,99 percent) election precincts out of 3,741 election precincts.

Human Rights Center – Minor Violations Observed at the Presidential Elections Cannot Influence the Election Results
Two hours before the polling process is over at the Presidential Elections of October 27, Human Rights Center’s head office contacted its observers. Based on the information provided by our observers, we can declare that minor violations observed in the selected regions, where we have sent our monitors, cannot influence the election results.

Fight with Election Posters
Leader of the United National Movement’s Lanchkhuti office Kakha Askurava informed humanrights.ge about the “war of posters” in the town center. He said posters of the Georgian Dream were placed over Davit Bakradze’s posters on the window-glasses of the buildings between the monument of “Rebel from Guria” and police office.

Georgian Young Lawyers’ Association presented its monitoring report of pre-election period. The report covers the monitoring results in the period of July-September 2013. During the three months period GYLA conducted monitoring in Tbilisi and seven regions - Kakheti, Shida Kartli, Kvemo Kartli, Mtskheta-Mtianeti, Imereti, Adjara and Ozurgeti.

Supervision Service Warned United National Movement and Georgian Dream
Supervision service of the Gori district administration warned representatives of the United National Movement and Georgian Dream and ordered to remove election posters from the buildings, on which the municipal board had not issued the permission to put up posters.

Monitoring group is observing the pre-election environment in the penitentiary establishments. The initiative, which is positively evaluated by experts, belongs to the Ministry of Corrections and Legal Assistance and Central Election Commission.

Regulation for Media Activities in Polling Stations Were Simplified
Central Election Commission (CEC) simplified the strict regulations for the media representatives. According to the amendments, representative of media organization can enter the polling station several times and freely move inside during ten minutes, prepare video-footage and then start photo and video-recording from the place specially allocated for media by the Commission Chairman.
