Amendments to the Election Code Made Lawsuit of Nongovernmental Organizations Useless

On July 27, Parliament of Georgia passed amendments to the Article 49, Paragraph III of the Election Code through third hearing. The amendments significantly narrow the scope of the provision and it would apply to the period 60 days before the elections. Further, the prohibition would no longer apply to boosting of budget progams, as well as initiation of unlanned transfers or boosting of planned ones.

On August 15, prisoner Ivane Giglemyan contacted Human Rights Center from Prison # 7 and notified about existing situation in the penitentiary establishment. He said inmates protested installment of video-cameras in the facility with hunger-strike.
Controversy between Youth from Matani and Pankisi

On August 18, an incident occurred between Kist and Georgian young people in Duisi village, Pankisi Gorge. Witnesses said the quarrel started in Duisi and then continued in Matani. Locals claim a group of young people from Matani quarreled with the residents of Duisi village in Pankisi Gorge.

Human Rights Center, Public Advocacy, Article 42 of the Constitution, Media Institute condemn dismantle of mosque minaret in Tchela village in Adigeni district by Revenue Service on August 26. Nongovernmental organizations are particularly disturbed with the coarse forms used against Muslim citizens during dismantle of the minaret that may be identified as insult of religious feelings.

Revenue Service Clarified Reasons of Minaret Dismantling

Revenue Service of the Ministry of Finance spread statement about the incidents in Tchela village of Adigeni district. According to the Service, on August 26, Minaret was dismantled for further inspection and after the inspection is over the Revenue Service will install the Minaret in the same place.
Convicted People Complain about Poor Conditions in Penitentiary Establishment

Last month, Human Rights Center received a collective letter of the inmates of Penitentiary Establishment # 8. Three prisoners describe horrible conditions in the facility and complain about their breached rights. The convicted people wrote in the letter that they do not walk in the yard, do not have long-term rendezvous, post-surgery medical treatment, and cannot take bath and other hygiene procedures.
Guriis Moambe to Be Left Without Space?

Several days ago, Ozurgeti municipal board made decision to unilaterally suspend agreement with the newspaper Guriis Moambe signed on July 12, 2012. Board chairman said that municipal board decided to make the decision after they received a letter from the Minister of Regional Development, where he requested the local authority to seek a space for statistics department.
Open Day for Socially Indigent Population at Human Rights House Tbilisi

Since June 1, 2013 free legal aid center has been functioning at Human Rights House Tbilisi; lawyers of HRHT member organizations Article 42 of the Constitution and Human Rights Center provide indigent population of Georgia, IDPs, people with disabilities, retired people, prisoners and beneficiaries of other closed institutions with free legal aid.

Demonstration with Participation of Cows in Batumi

Another group of eco-migrants returned from Gorelovka village of Ninotsminda district to Adjara. Six families unsuccessfully requested solution of their problems in front of the Adjara government office. Eco-migrants held unusual demonstrations – they brought the cattle to the government office by truck, which they could not feed because of lack of pastures in Ninotsminda district.
